After considerable medical tests, it was determined that Chloe was in fact a super-human, with powers related to dreaming. As a side-effect of these abilities, she had to sleep much more than a normal human, to the point that she spends more time asleep than awake.

Chloe found it impossible to keep up with school, as she would fall asleep in the middle of her classes, no matter what she tried. Doctors prescribed various stimulants to try to force her to stay awake for sixteen hours a day, with the result that she almost died from sleep depravation. After that, she was allowed to drop out of public school and receive lessons from a private tutor. She was able to get her GED, but opted not to pursue college.

For four years, Chloe flew under the radar of most organizations interested in super-humans. Her powers did not lend themselves to fighting crime, and in fact, she spent most of her time at home, asleep. However, one day she made the news when a prophetic dream that she had allowed her to direct a local superhero to the location of a bus full of kidnaped school children.

When Andrew Weinstein read about Chloe's oneiromantic powers, he saw immediate potential for her to work in a support capacity for the League of Explorers. He contacted her and offered her a position with the team, which she hesitantly accepted.

Tuffy adapted well to the life of a house pet, and was especially devoted to Chloe. He amused the entire Arbor family with his canine antics until he passed away in his sleep at the ripe age of seventeen. Shortly thereafter, Chloe came into her dream abilities and found Tuffy waiting for her there.
