Wolff Associates, LLC Beginning in March of 1996, the Manhattan law firm of Wolff Associates came to the attention of this agency, due to activities on behalf of the government of the Peoples Republic of China in facilitating the exchange of top secret missile technology from Archon Aerospace. Following a covert investigation, during which two agents disappeared, no evidence was ever uncovered to implicate Wolff Associates in the transfer of prohibited technologies, but enough suspicion remained to continue close observation to this day. It is believed that Wolff employs a number of super-normals in their more clandestine activities, based on intelligence gathered through licit and covert means. The agency's own super-normals have been unable to penetrate the organization and it is believed that the so-called Wolf Pack employs sophisticated psionic screening, as well as possible psychic interceptors, to prevent psionic intrusion into their facilities. It is known that the offices of Wolff Associates is a psychic "dead space", preventing psychic observation and telepathic information gathering. Normally, this would be enough to warrant further inquiry, but Wolff Associates' lobbying activities make investigation politically sensitive. Repeatedly, the agency's efforts to penetrate Wolff's security have failed. It has proven impossible to amass sufficient evidence to bring even one of Wolff's agents into the light. Within Wolff Associates there is reputed to be an elite inner circle sometimes called by the euphemistic name "The Wolf Pack". Though no one is certain who actually belongs to this elite cadre, there are several suspected members whose individual profiles are included under separate cover.

These people all have confirmed connections with Wolff Associates, and have been involved in transactions that have involved questionable activities, but insufficient evidence exists to prosecute any of them, at this time. It has been determined that at least half the people on this list possess some kind of super-normal abilities, though they remain uncatalogued. To confuse matters further, there is evidence that several suspected members of the Wolf Pack have provided assistance to this and other U.S. and allied intelligence services. This includes the revelation that the Russian ambassador to the United Kingdom was the former Soviet super-soldier Red Nikolai, the Butcher of Uzbekistan. Many of these suspected Wolf Pack members surround themselves with body guards of a distinctly odd type, mostly detectable super-normals, as well as cyborgs and supernaturals. Gustav Hart has his Mekano-Men, robotic body guards based on his MK-13-B humanoid robots.
Conclusions: At this time, Wolff Associates and the so-called Wolf Pack remain low national security priorities, but it is recommended a unit be tasked to monitor their activities, in the event that either, or both become a threat to national security.
