One of the ways I've tried to keep the characters in the Explorers fairly balanced is to make character sheets for them in game system I'm using at the present time. Right now that is Marvel Diceless. It's been out of print for awhile now, but it is a really workable system. (Especially if you're a GM prone to making truly awful jokes and hate it when the players chuck dice at you. Not that I have experience on that front.)

All characters are made with roughly 40 - 45 points. Some go a little over that. Also, some may complain that Andy seems a little watered down. He has intelligence based energy, with brains on par with the base book says matches Victor Von Doom and wealth far beyond that of Tony Stark. (Skills numbers do not reflect bonus. IE: Including his intelligence bonus Andrew's general knowledge is 12 putting him in the same class as Richards.)

Also,I've added a new modifier.

Attractive Appearance- This is more than being a typical tight spandex hero or woman with a chest designed by Rob Liefeld. This advantage gave a bonus number of stones equal to the action number to all social skills attempts on characters interested in anyone of the sex of the character. Example: Ilsalynn wants to flirt with Andrew Weinstein. She has an intelligence of 7, a social skills of four and attractive appearance of 3 gives her a 14 stones to work with. Even with his intelligence of 8 and social skills of 2 he has no means of resistance. He's puddy in her hands. Due to potential for misuse no character can purchase this modifier a rank higher than three and the bonus can not be combined with the "Dance" skill.
As for challenges, Romantic attachment is meant to be more than a simple crush. It is more of a "willingness to put someone else's well being ahead of your own." The range goes from about -2 to -4. The higher the number, the more the character is willing to go for the object of their affection. Someone with a minus three or four might even being willing to do die for their beloved.
